1. People that don't have jobs are trying to get benefits for it, pretty much. The layoff rate has declined, which is great for the people with jobs, but there's no new job opening up for the millions of Americans that are unemployed. 
2. I think that is does mean that the economy is improving, maybe not drastically but somewhat.
